New systems are being built faster than the rules that govern them. On a city street or in orbit, the questions repeat: who builds the infrastructure, who holds the data, and who is responsible for the outcome? My research and my work in the space economy approach those questions from two directions.

About
Frank Trevino Jr. is a DPhil candidate in Sustainable Urban Development at the University of Oxford, where his research focuses on urban governance and technology. He works across the space economy in data intelligence and technical advisory, helping investors understand emerging space technologies.
He advises the US Department of State, the United Nations Office for Outer Space Affairs (UNOOSA), and the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS). A technologist by background, he has worked on dual-use technologies across AI platforms, quantum sensing, and space systems. He has held executive roles in telecommunications, space, and smart cities across North America, Europe, Asia, and Africa.
